I heard that story about the Orange county broadcast. Made me wonder if it was some pirate hacker finding a way to bypass their feed.

Here’s some more information from an article on the incident from the website Damn Interesting:
 
It was clear that the fellow had a rare knack for electronics and microwave equipment. WTTW’s uplink antenna was atop the 1,454 foot Sears tower in downtown Chicago, and investigators concluded that the “signal pirate” smothered the legitimate broadcast by sending a more powerful signal to this antenna. According to some experts in broadcasting, a rig of sufficient power could be purchased for about $25,000– or perhaps rented for a few thousand dollars– and the disassembled equipment could be transported using a few large suitcases. Agents believed that the perpetrator either beamed his message from the rooftop of an adjacent building, or that he somehow gained access to a powerful ground-based transmitter. But Max had covered his tracks well, there was no clear indication of how he had executed his sophisticated attack.

Hawaii ‘ballistic missile threat’ alert to phones was false alarm, officials say
 
Hawaii Gov. David Ige said at a press conference on Saturday sought to clarify the various ways of notifying the public of imminent dangers. "We have the sirens, we have cell phones, we have internet and social media mechanisms," Ige said. "We know that we need to be able to broadcast messages across all platforms. There was no automated way to send a false alarm [to wireless devices]. We had to initiate a manual process. That is why it took a while to notify everyone." 
 
 Sen. Brian Schatz, D-Hawaii, blasted the mistake as "totally inexcusable" and told MSNBC what happened was "an abomination."
 
"We're looking for some quick and aggressive accountability … we need an emergency notification system we can rely on 100 percent of the time," Schatz said.
 
The incident sent government officials scrambling Saturday to get to the bottom of the failure.
